I think folks are assuming this cartoon is a bit darker than it really is. Pelicans can and do look headless when they tuck their head (and flexible neck) under a wing (I'm pretty sure this fact comes straight from either John James Audobon or PT Barnum). So no pelicans were harmed in the making of this cartoon.
