They changed it once they started exporting people to countries they need to control...setting up police stations on our cities and threatening political candidates to 'support the motherland or else' only goes so far...sending enough voters to get their way works better,and the gov't here is helping them out as much as it can.
This cake would have gone over well in China a few years ago, but they changed their one-child policy.
