@Suzy- Sorry, it's an "old people" thing. Back in the days when mail was made of "paper" and people went to the post office a lot, there would be bulletin boards with WANTED posters of criminals. In fact, I think there still are.
For anyone who didn't know that, this cartoon must be a real head-scratcher!

I get elementary school. I didn't get the post office one. I assume its a news story I missed. :-)
