I suspect, given the choice of lizard legs vs NO legs, most folks would 'go green' - assuming, of course they were full sized and functional, not just useless little flipper things. Then, of course, we'd have a whole NEW class of minority to be protected - "Sem-phibians"... would there be backlash? New designs of common hand held objects (like pens, cameras) to accommodate talons, instead of fingers? A rise in popularity for doing it 'froggy style'?
@Pete(Detroit)- I don't think lizard legs would be full-sized and functional. I think they'd be about an inch long, have webbed toes, and be scaly. But on the plus side, they could change colors to match your shorts.
