@Stan da Man- I consider "Chesty" to be a name which can be applied to a male because as a wee tot growing up in Indianapolis, I watched a TV show starring "Chesty the Clown," who had no rack at all. The show was sponsored by Chesty potato chips- which did have ripples, but not nipples.
@Nabu the Scribe- As is always the risk, the cartoon might only be funny to me...and they rarely get funnier if I explain them, but I'll give it a shot.
There's not really a meaning behind CD's name (other than that I might have been thinking of my dentist, who is named Chester, and it was fun to go with a "chesty" joke about a guy who's nearly all torso). But basically, the clown was just telling a standard armless, legless joke which should have had an answer like the ones TrickyRicky listed, but - this being a hospital - there was actually an armless, legless guy there to introduce himself... thereby torpedoing the clown's punchline.
And I'd specifically published a different armless/legless cartoon on Monday just to set up the gag that Tickles the Clown was telling a series of these jokes. Oh, the lengths I go too...
All of this probably didn't make the cartoon funnier for you, but at least now it's vaguely comprehensible (grin).
Yes, Stilton, Stu it is. I am so ashamed since these stupid amputee jokes are the only ones I can remember. Hmmm, maybe I can apply for some sort of disability for the comically impaired.

Sorry, "Chesty" has a rather specific meaning, to me...
Googled C. D. - all I found were mostly obits of various CDs - PLEASE clarify what's funny about this?
