@TrickyRicky- It's early and my coffee hasn't hit yet. From whence comes the French reference?
The French have very little air conditioning, in large part to save Mother Gaia, consequently many elderly die during heat waves.
France would have been my immediate thought too, but I guess pretty much anywhere in Europe would be appropriate.
